This article examines the use of human resource systems to improve the management of agency’s human resources as demonstrated through the Natchitoches Parish, Louisiana Sheriff’s Department.
Abstract
The Human Resources Systems Institute utilized the Natchitoches Parish, Louisiana Sheriff’s Office’s patrol division as a test case to demonstrate how human resource systems could improve the management of an agency’s human resources. An essential first step in developing a valid human resource system is job analysis. A computerized approach to job analysis on each of the positions was employed by the institute. A task list for each position/classification was created and sorted by level of difficulty and frequency. The task list improves communication, provides substance and detail to what a patrol deputy is responsible for in the Parish, documents what may have been known, and communicates what needs to be managed and accomplished. The task list document can be used in training, to audit new patrol officer orientation, and to guide supervisors in completing performance assessments. Because this list is in the computer it is easy and inexpensive to keep current. A systematic approach to human resource management has many benefits for a sheriff’s office.
