This VHS videocassette describes the Incident Command System (ICS) for responding to a weapons of mass destruction (WMD) incident.
Abstract
ICS is a standardized approach to handling terrorist incidents; this videocassette trains emergency personnel on the ICS approach to responding to WMD incidents. The video defines both terrorism and WMD before explaining how important a standardized approach is when many different types of agencies must be involved and work in concert with one another. A common language and system of protocols, provided by ICS, is crucial in effectively assisting victims, preserving evidence, and prosecuting offenders. A scenario involving a suspected terrorist incident at a train is presented, allowing for the description of the structure of the ICS command system. The response is resided over by an Incident Commander who has three main staff: the safety officer, the information officer, and the liaison officer. Their general duties and responsibilities are described, although specific protocol depends on the incident and the locality. The ICS command structure also involves an operations unit, a logistics unit, and an administration and finance unit, all of which are described and illustrated through the scenario.
