THE GUIDE IS PRESENTED IN TWO SECTIONS. THE FIRST GOES INTO THE MANAGEMENT APPROACH AND EXAMINES SOME OF THE KEY TOOLS AVAILABLE TO MANAGERS. THE NEED FOR MANAGEMENT INFORMATION (I.E., CONDITION REPORTS, DAMAGE REVIEWS, CASE ANALYSES) IS UNDERSCORED, AS ARE THE VALUE OF PLANNING, DESIGN, MAINTENANCE, AND REPAIR DECISIONS AND STAFFING, SUPERVISION, SCHEDULING, COMMUNITY RELATIONS, AND PROGRAM CONSIDERATIONS.
