A comprehensive drug testing program initiated by the Honolulu Police Department in 1986 provides for different drug test urinalysis groups and is not limited to testing for drug use based on reasonable suspicion.
Abstract
Two groups of police officers are subject to frequent or periodic mandatory testing, while the third and largest group is composed of tenured officers who may be randomly tested. In general, however, police unions have stopped short of endorsing random drug testing programs, even though they strongly support the goal of maintaining a drug-free workplace. To counter union concerns, the Honolulu Police Department offers officers an opportunity for treatment after a first positive urine test. The program also includes an unusual number of precautions to safeguard the chain of custody of urine samples and to ensure accurate test results. Department policy prohibits the illegal or unauthorized use of any controlled substance. Primary responsibility for operating the testing program rests with personnel and internal affairs officers. Drug testing procedures, including test site procedure and controls, are discussed. Disciplinary measures for first versus subsequent positive drug tests are described, and recommendations for the establishment of drug testing policies in other police departments are offered.
