THIS REPORT SUMMARIZES THE ACTIVITIES OF THE COMMISSION, ESTABLISHED UNDER PROVISIONS OF THE PROVINCIAL POLICE ACT, DURING 1977.
Abstract
THE MANITOBA POLICE COMMISSION IS A RESEARCH, STANDARDIZATION, AND COORDINATION BODY INTENDED TO PROMOTE THE PREVENTION OF CRIME, EFFICIENCY OF POLICE SERVICES, AND POLICE-COMMUNITY RELATIONSHIPS IN THE PROVINCE OF MANITOBA. THE COMMISSION HEARS APPEALS FROM ANY PERSON WHO IS A PARTY TO AN INQUIRY INTO OR INVESTIGATION OF A COMPLAINT OR MATTER REGARDING THE CONDUCT OF ANY POLICE FORCE MEMBER OR OF ANYTHING RELATED TO THE MAINTENANCE AND OPERATION OF A POLICE FORCE WHICH IS BEING CONDUCTED BY A POLICE COMMISSION. THE FOLLOWING ACTIVITIES OF THE COMMISSION ARE REPORTED. (1) CONFERENCES HELD BY THE POLICE COMMISSIONS OF CANADA; (2) POLICE TRAINING AND EDUCATION WITH RESPECT TO PREVENTIVE POLICING, RURAL MUNICIPAL POLICE DEPARTMENTS, THE CONCEPT OF THE POLICE COLLEGE, THE FUNCTIONS OF THE ADVISORY COMMITTEE OF THE UNIVERSITY OF MANITOBA, AND THE TRAINING OF NATIVE CONSTABLES; (3) PROVISION OF INFORMATION SERVICES INCLUDING DISCUSSIONS OF PUBLICATIONS, SURVEYS, THE LIBRARY INFORMATION CENTER, AND THE COMMUNITY PROTECTION PROGRAM; (4) EFFORTS TO IMPROVE POLICE-COMMUNITY RELATIONS THROUGH THE ACTIVITIES OF THE CRIME PREVENTION COMMITTEE AND ACTIVITIES IN JUSTICE WORKSHOPS AND IN THE SUMMER STUDENT PROGRAM; (5) POLICE SERVICES PROVIDING LAW ENFORCEMENT ASSISTANCE TO MUNICIPALITIES, THE ESTABLISHMENT OF THE COMMUNITY CONSTABLE PROGRAM AND THE DAKOTA OJIBWAY TRIBAL COUNCIL POLICE FORCE - A NEW NATIVE POLICING CONCEPT, AND THE PROVISION OF RESPONSES TO REQUESTS FOR INFORMATION; AND (6) INVESTIGATION AND APPEALS REGARDING COMPLAINTS AND INQUIRIES.
