Small or medium-sized law enforcement agencies need different guidance than larger departments regarding the evaluation of manpower allocation issues.
Abstract
Law enforcement administrators need to recognize that increases in manpower do not necessarily have to reflect growth in jurisdictional populations. An assessment of the actual services rendered by, and expected of, the department can provide a more realistic guide for manpower requests. Computerized analysis of daily activity reports and dispatch cards help evaluate the department's effectiveness in meeting those expectations. Manpower allocation plans must also consider how the agency responds to citizen-generated calls for service. Documentation of burdensome administrative activities can help administrators make the case for additional personnel. Self-initiated activities are another element that must be considered when computing a manpower figure. 6 figures
