BASIC INFORMATION ABOUT OFFENDERS AND THE CRIMINAL JUSTICE SYSTEM IS PRESENTED IN A GUIDE FOR PRIME SPONSORS OF COMPREHENSIVE EMPLOYMENT TRAINING ACT (CETA) MANPOWER PROGRAMS.
Abstract
THE PURPOSE OF THE GUIDE IS TO ENCOURAGE CETA SPONSORS TO DEVELOP MANPOWER PROGRAMS FOR OFFENDERS AND TO PROVIDE THE SPONSORS WITH THE INFORMATION THEY NEED TO DO SO. A GENERAL INTRODUCTION IS FOLLOWED BY INFORMATION ON THE DEMOGRAPHIC CHARACTERISTICS AND SIZE OF THE OFFENDER POPULATION AND THE SERIOUSNESS OF THE EDUCATIONAL AND VOCATIONAL HANDICAPS EXPERIENCED BY OFFENDERS. THE DISCUSSION TOUCHES ON HOW THE STIGMA OF INVOLVEMENT WITH THE CRIMINAL JUSTICE SYSTEM AND THE EXPERIENCE OF CONFINEMENT AFFECT THE OFFENDER. A SECTION ON THE CRIMINAL JUSTICE SYSTEM FOCUSES ON THE POINTS IN THE SYSTEM AT WHICH INTERVENTION WITH MANPOWER PROGRAMS IS FEASIBLE. A GENERALIZED MODEL OF THE CRIMINAL JUSTICE SYSTEM IS OFFERED. OTHER SECTIONS DISCUSS ASPECTS OF PROVIDING EMPLOYMENT SERVICES FOR OFFENDERS; OFFER EXAMPLES OF MANOWER PROGRAM INTERVENTION IN THE CRIMINAL JUSTICE PROCESS (ARREST ALTERNATIVES, PRETRIAL INTERVENTION, SENTENCING, POSTSENTENCE, INDIRECT SERVICES); EXAMINE BARRIERS TO EMPLOYMENT FOR OFFENDERS; AND PRESENT GUIDELINES FOR MANPOWER PROGRAM PLANNING, DEVELOPMENT, AND ASSESSMENT.
