THIS MANUAL DETAILS THE OPERATION AND PROCEDURES OF THE COMMUNITY RELEASE ORGANIZATION (CRO) AT QUAKER HOUSE, A FRIENDS CENTER FOR THE DEVELOPMENT OF COMMUNITY SOCIAL ACTION PROJECTS.
Abstract
THE CRO IS A COMMUNITY-BASED THIRD PARTY CUSTODY SERVICE FOR ARRESTED RESIDENTS OF THE ADAMS-MORGAN SECTION OF WASHINGTON, D.C., WHICH SECURES PRETRIAL RELEASE OF ARRESTEES IN THE DISTRICT OF COLUMBIA JAIL AND THE WOMEN'S DETENTION CENTER. THIS PROGRAM ALSO MONITORS THE CRIMINAL JUSTICE SYSTEM AND APPRAISES ITS EFFECTS OF BOTH THE INDIVIDUAL AND THE COMMUNITY; MAKES INFORMATION AVAILABLE TO ALLOW THE COMMUNITY TO EVALUATE THE QUALITY OF JUSTICE ACCORDED ITS RESIDENTS; AND SEEKS ALTERNATIVE COMMUNITY RESPONSES TO DRUG ADDICTION AND CRIMINAL BEHAVIOR. THIS MANUAL, PREPARED AS A GUIDE FOR PARTICIPANTS IN THE PROGRAM, DISCUSSES INDIVIDUALLY THE COURT AND OFFICE PROCEDURES USED BY THIS EXPERIMENTAL PROGRAM. ONE SECTION OF THIS REPORT ALSO FOCUSES ON A DESCRIPTION OF CRO 'STANDBYS' - COMMUNITY VOLUNTEERS ASSIGNED ON A ONE-TO-ONE BASIS TO EACH DEFENDANT OUT ON THIRD PARTY CUSTODY. IN ADDITION, ADVICE ON HOW OTHER COMMUNITIES BOTH WITHIN AND OUTSIDE WASHINGTON, D.C., CAN START THEIR OWN COMMUNITY RELEASE ORGANIZATIONS IS GIVEN. THE APPENDIX CONTAINS ADDITIONAL INFORMATION ON THE CRIMINAL JUSTICE SYSTEM NEEDED TO OPERATE A CRO. THE JOB DEVELOPMENT SERVICES OF THE DISTRICT OF COLUMBIA CRO ARE ALSO DETAILED.
