SPECIFIC TECHNIQUES ARE RECOMMENDED TO HELP THE MIAMI, FLA., POLICE DEPARTMENT MINORITY CANDIDATES WITH THE POTENTIAL TO BECOME SUCCESSFUL POLICE OFFICERS. EACH STRATEGY IS SPELLED OUT IN DETAIL AND ILLUSTRATED.
Abstract
THE MANUAL WAS PREPARED FOR THE CITY OF MIAMI LAW ENFORCEMENT COMMUNITY OUTREACH PROGRAM, ALSO KNOWN AS THE TRI-CULTURAL PROGRAM. AFTER A SECTION EMPHASIZING THE NEED FOR TOTAL COMMITMENT TO THE GOAL OF HIRING MORE BLACK, SPANISH-SPEAKING AND FEMALE POLICE OFFCERS, A PREVIOUS EFFORT TO RECRUIT SUCH OFFICERS IS EVALUATED. THE PREVIOUS PROGRAM WAS QUITE SUCCESSFUL AND THOSE RECRUITED FELT THAT BOTH THE LITERATURE AND THE INTERVIEWERS WERE SENSITIVE TO CULTURAL DIFFERENCES. THIS NEW CAMPAIGN BUILDS UPON THE SUCCESS OF THE OLD, USING PREVIOUSLY RECRUITED MINORITY OFFICERS TO RECRUIT OTHERS AND BUILDING UPON THE GOODWILL ENGENDERED BY THE EARLIER TRI-CULTURAL EFFORTS. THE STRATEGIES RECOMMENDED USE COMMUNITY LEADERS, THE MEDIA, COLLEGE RECRUITING, AND RECRUITING THROUGH THE MILITARY, THE PUBLIC SCHOOLS, AND MINORITY MANPOWER POOLS. SAMPLE ADVERTISEMENTS AND POSTERS ARE INCLUDED. ESTIMATED BUDGET FIGURES ARE GIVEN AT THE END OF EACH STRATEGY. REFERENCES ARE ALSO APPENDED. (GLR)
