THIS MANUAL DEFINES THE MINIMUM CRITERIA FOR THE VARIOUS FUNCTIONS AND OPERATIONS OF COUNTY CORRECTIONAL FACILITIES, REFLECTING THE LATEST THINKING IN THE CORRECTIONAL FIELD.
Abstract
ISSUED IN 1979 BY THE STATE OF NEW JERSEY DEPARTMENT OF CORRECTIONS, THIS MANUAL IS INTENDED FOR CORRECTIONAL OFFICIALS AT THE COUNTY AND STATE LEVELS, FOR USE AS A STANDARD OF PERFORMANCE AND ADEQUACY OF INMATE SERVICES, IN ORDER TO DETERIMINE SPECIFIC DEFICIENCIES REQUIRING IMPROVEMENT. THE AUTHORITY FOR ESTABLISHING MINIMUM STANDARDS FOR COUNTY CORRECTIONAL FACILITIES IS GIVEN TO THE COMMISSIONER OF THE DEPARTMENT OF CORRECTIONS BY A NEW JERSEY STATUTE. THE MANUAL COVERS NOT ONLY THE PHYSICAL AND ARCHITECTURAL ASPECTS OF COUNTY JAIL CONSTRUCTION AND FACILITIES, BUT ALSO JAIL OPERATION REGULATIONS, INMATE SERVICES AND PROGRAMS, MISCELLANEOUS INMATE RIGHTS, ACCESS TO THE COURTS, AND, UNDER THE HEADING OF COMMUNITY RESOURCES, A LIST OF STANDARDS FOR VOLUNTEER SERVICES.
