THIS MANUAL PRESENTS PHYSICAL AND ADMINISTRATIVE STANDARDS AND OPERATING PROCEDURES FOR SHELTERS ACCEPTING JUVENILES AWAITING COURT DISPOSITION IN NEW JERSEY.
Abstract
THE STANDARDS WERE ISSUED BY THE NEW JERSEY DEPARTMENT OF INSTITUTIONS AND AGENCIES. STATE POLICY IS THAT SHELTER CARE SHALL BE PROVIDED IN SMALL, COMMUNITY-BASED FACILITIES WITHOUT RESTRICTIONS THAT PROVIDE FOR CHILDREN'S PHYSICAL, DEVELOPMENTAL, AND TREATMENT NEEDS. TYPES OF SHELTERS INCLUDE FAMILY FOSTER HOMES WITH 4 CHILDREN OR LESS, SMALL GROUP SHELTERS WITH 5 TO 12 CHILDREN, LARGE GROUP SHELTERS FOR 13 TO 25 CHILDREN, AND INSTITUTIONAL SHELTERS. LARGE GROUP SHELTERS REQUIRE SPECIAL JUSTIFICATION; NO NEW INSTITUTIONAL SHELTERS WILL BE APPROVED. JUVENILES ELIGIBLE INCLUDE ABUSED, ABANDONED, OR NEGLECTED CHILDREN; CHILDREN IN NEED OF SHELTER CARE WHEN A PARENT IS TEMPORARILY INCAPACITATED; CERTAIN CHILDREN CHARGED WITH DELINQUENT ACTS; CERTAIN RUNAWAYS; AND CERTAIN JUVENILES IN NEED OF SUPERVISION. GUIDELINES COVER ORGANIZATION AND ADMINISTRATION, PREADMISSIONS, INTAKE AND ADMISSIONS, PROGRAM, GROUP LIVING ARRANGEMENTS, SOCIAL SERVICES, STAFF, PHYSICAL ACCOMMODATIONS, TRANSPORTATION, RECORDS AND REPORTS, VARIANCES, EXCEPTIONS, AND REVISIONS.
