This document describes a program that allows State and local grant participants to take advantage of equipment procurement services that are available through the Marine Corps Systems Command (MCSC).
Abstract
State and local recipients of Office of Domestic Preparedness (ODP) equipment grant funding may utilize prime vendors and other logistics support programs to expedite equipment purchases using grant funds. The purpose is to provide ODP grant recipients with cost and time saving equipment procurement options. Some of the other benefits of the program include electronic on-line ordering, diverse commercial product line, brand name products, contract product addition capability, surge capability, 7 day delivery for routine items, and emergency delivery of routine items. This program provides the opportunity for authorized Federal, State, and local emergency response organizations to procure commercially available emergency response equipment through a competitively awarded, government sponsored contract. Product pricing has been deemed fair and reasonable and has been competed to ensure the customer receives the best value for these products. To establish an account, an agency must contact a Marine Corps Systems Command (MCSC) Consequence Management Program Manager to confirm participation in the ODP equipment program. Grant recipients may review MCSC’s Prime Vendor Equipment List available for purchase by accessing MCSC’s web site. A password and user ID must be obtained before viewing available equipment and pricing. If equipment is not currently available, account holders may request these products be added to the available list. When ordering through MCSC prime vendors, ODP grantees may only use funds awarded by ODP; State and local funds may not be used.
