FINAL REPORT OF A MARION COUNTY (IN) PROGRAM TO DECREASE HOMICIDE, RAPE, ROBBERY, AND BURGLARY THROUGH SPECIAL PROSECUTORY EMPHASIS ON CASES INVOLVING CAREER CRIMINALS.
Abstract
THE GOALS OF THE COUNTY PROSECUTORS WERE TO DECREASE TARGET CRIMES BY INCREASING THE LIKELIHOOD THAT CAREER CRIMINALS WOULD BE PROCESSED SWIFTLY THROUGH THE COURTS AND WOULD FACE STIFF PENALTIES FOR CRIMINAL ACTIONS. THIS WAS TO BE ACCOMPLISHED THROUGH PRIORITY PROCESSING OF THESE CASES AND A REDUCTION IN NEGOTIATED PLEAS FOR CAREER CRIMINALS. TARGET FELONY CRIME WAS FOUND TO BE REDUCED BY 8.8 PERCENT IN 1976 FROM THE PREVIOUS YEAR. TABLES CONTAINING STATISTICS ON PROSECUTORIAL ACTIVITY ARE ATTACHED.
