Abstract
THE AUTHOR DISCUSSES MARYLAND'S PRISONS, JAILS, PROBATION, PAROLE, AND SENTENCING. HE DESCRIBES THE PHILOSOPHY OF THE DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL SERVICES-HUMANIZATION OF THE CORRECTIONAL PROCESS, CLASSIFICATION OF PRISONERS ACCORDING TO DANGEROUSNESS, AND THE DEVELOPMENT OF COMMUNITY-BASED CORRECTIONAL PROGRAMS FOR NON-DANGEROUS OFFENDERS. THE NEXT MAIN AREA OF DISCUSSION IS THE NEW SENTENCING CODE OF THE MARYLAND COMMISSION ON CRIMINAL LAW. COMMENTS ARE MADE ON THE PROBLEMS WHICH THE COMMUNITY CORRECTIONS SYSTEM MAY ENGENDER SUCH AS COMMUNITY RESISTANCE, THE DIFFICULTY OF FINDING ADEQUATE EMPLOYMENT FOR INMATES, AND WEAKNESSES IN THE INDETERMINATE FORM OF SENTENCE.
