THE COMMUNITY CORRECTIONS APPROACH RECOGNIZES THE VALUE OF THE HOME COMMUNITY IN THE REHABILITATIVE PROCESS.
Abstract
PRERELEASE PROGRAMS AND POST-RELEASE STUDIES SHOW THE MAJORITY OF OFFENDERS LIVE IN THEIR HOME COMMUNITIES MOST OF THEIR LIVES, PARTICULARLY THE NON-VIOLENT OFFENDERS WHO COMPRISE A HIGH PROPORTION OF THE MARYLAND INMATE POPULATION. THE OFFENDER'S FAMILY TIES SHOULD BE BROUGHT INTO THE REHABILITATION PROCESS TO MAINTAIN THESE TIES AND WORK TOWARD THEIR POSITIVE SUPPORT DURING REHABILITATION. COMMUNITY CORRECTIONS CENTERS ARE NEEDED TO MEET HOUSING AND SERVICE NEEDS OF SENTENCED OFFENDERS. CENTERS COULD SERVE AS ORGANIZATIONAL HUBS FROM WHICH TO DEVELOP THE COMMUNITY CORRECTIONS SYSTEM IN EACH AREA. THE IMMEDIATE NEED IN SOME AREAS IS SENTENCED OFFENDER HOUSING AND A PLACE TO BEGIN THE DEVELOPMENT OF THE COMMUNITY CORRECTIONS SYSTEM. EXISTING STATE AND COUNTY FACILITIES IN THE COMMUNITY SHOULD BE USED. NEW COMMUNITY CORRECTIONS CENTERS SHOULD BE CONSTRUCTED IN THOSE AREAS SHOWING NEED.
