The Maryland Crime Watch Residential Security Program (RSP) was developed to reduce neighborhood crime through a joint law enforcement/citizen program.
Abstract
The program consists of neighborhood observation and reporting of suspicious activity (Neighborhood Watch), identification of physical and procedural security weaknesses and the implementation of corrective measures, and property markings (Operation Identification). The RSP is designed to reduce fear levels as they pertain to crime, reduce or eliminate criminal activity, and improve citizen interaction with law enforcement. The guide discusses the program's 16 objectives and methods of evaluation. It includes general instructions for carrying out the evaluation of these objectives. A section of the specific purposes of data retrieval forms precedes copies of the forms.
