DEMOGRAPHIC PRESENTATION AND COMPARISON OF JUVENILE COURT CASES, IDENTIFIED BY BOTH POLITICAL SUBDIVISIONS AND BY ZIP CODE AREAS WITHIN EACH DIVISION.
Abstract
THE STATISTICS IN THIS PUBLICATION ARE PRIMARILY CONCERNED WITH THOSE CASES IN WHICH THE JUVENILE RESIDES IN THE SAME POLITICAL SUBDIVISION IN WHICH THE OFFENSE OR REFERRAL OCCURRED AND OVER WHICH THE RESPECTIVE JUVENILE COURT HAS JURISDICTION. JUVENILE CASES IN WHICH THE JUVENILE RESIDES OUTSIDE THE POLITICAL SUBDIVISION IN WHICH THE OFFENSE OR REFERRAL OCCURRED ARE INCLUDED IN SUMMARY FORM ONLY. THIS WAS DONE TO MAINTAIN PRIMARY PERSPECTIVE ON THE PROBLEM AS IT RELATES TO JURISDICTIONAL RESPONSIBILITY OF RESIDENT CASES WITHIN THE VARIOUS POLITICAL SUBDIVISIONS. IN ADDITION TO POLITICAL SUBDIVISION AND ZIP CODE AREA, JUVENILE CASES ARE FURTHER BROKEN DOWN BY AGE OF JUVENILES, TYPE OF CASES, AND MANNER OF HANDLING CASES. THE TYPE OF CASES IS CLASSIFIED AS EITHER DELINQUENT, CHILDREN IN NEED OF SUPERVISION (CINS), OR NON-DELINQUENT, INCLUDING NEGLECT/ DEPENDENCY CASES OR SPECIAL PROCEEDINGS. THE MANNER OF HANDLING IS CLASSIFIED AS EITHER FORMAL OR INFORMAL. FORMAL CASES ARE THOSE CASES WHICH ARE PLACED ON THE OFFICIAL COURT DOCKET FOR ADJUDICATION BY A JUDGE OR DESIGNATE THROUGH THE FILING OF A PETITION. INFORMAL CASES ARE THOSE CASES WHICH ARE NOT PLACED ON THE OFFICIAL DOCKET, BUT ARE ADJUSTED BY A JUDGE, DESIGNATE, PROBATION OFFICER OR OTHER OFFICER OF THE COURT. THE STATISTICS INDICATE THAT THE PROBLEM OF JUVENILE CRIME IN MARYLAND CONTINUES TO BE URBAN ORIENTED. THERE ARE SMALL AREAS IN THE STATE WHERE THERE ARE NO JUVENILE COURT PROBLEMS, BUT THE NUMBER OF SUCH AREAS IS STEADILY DECREASING. THE DATA SHOW THAT INCREASED MOBILITY HAS RESULTED IN THE INCREASING FREQUENCY OF OFFENSES BEING COMMITTED OUTSIDE THE POLITICAL SUBDIVISION IN WHICH THE JUVENILE RESIDES. MOST OF THE JUVENILE CASES REFERRED TO THE JUVENILE COURTS ARE BETWEEN 15 AND 17 YEARS OLD. ALMOST A THIRD OF THE 1971 FORMAL AND INFORMAL CASES INVOLVE DELINQUENCY COMPLAINTS. INCLUDED IN THIS DOCUMENT ARE JUVENILE COURT STATISTICS AND DIAGRAMS DEPICTING COUNTY ZIP CODES. (AUTHOR ABSTRACT)
