This manual is intended to assist police officers in detecting, apprehending, and processing drunk drivers and in testifying in drunk driving cases.
Abstract
The information and suggested procedures are intended to establish common guidelines throughout the State, leading to more prosecutions, arrests for alcohol-related driving, and subsequent court convictions. Step-by-step instructions cover the identification phase, the environmental analysis phase, the reinforcement phase, the investigative phase, and the traffic accident investigation phase. Signs that a driver is intoxicated, procedures to use in investigating situations and conducting roadside tests, arrest procedures, and the completion of forms are explained. Forms, illustrations, and 15 appendixes presenting background information on alcohol, breath testing, rights of accused persons, admissibility of test results, testimony of police officers, and State regulations related to the training and certification of personnel and the approval and certification of equipment performing tests.
