JUSTICE AND CRIMINAL JUSTICE COSTS IN MARYLAND ARE EXAMINED BY FUNCTION (LAW ENFORCEMENT, COURTS, AND CORRECTIONS) AND BY LEVEL OF GOVERNMENT PROVIDING THE SERVICE OR THE FUNDS FOR 1977.
Abstract
FUNCTION COST DISTRIBUTIONS ARE DISPLAYED BY GEOGRAPHICAL GROUPINGS OF STATE COUNTIES AND BALTIMORE CITY; COST DISTRIBUTIONS BY LEVEL OF GOVERNMENT WITHIN EACH FUNCTION ARE EXAMINED BOTH STATEWIDE AND BY THE GEOGRAPHICAL GROUPINGS. RELATIONSHIPS BETWEEN CRIMINAL OR ADULT JUSTICE COSTS FOR THE VARIOUS FUNCTIONS AND TYPES OF PROCESSING SUCH AS ARRESTS, REPORTED CRIME, AND JURISDICTIONAL POPULATION, ARE EXAMINED THROUGH REGRESSION AND CORRELATION ANALYSIS. THE OVERALL JUSTICE SYSTEM COST IN MARYLAND FOR 1977 WAS $413 MILLION, OVER HALF OF WHICH WAS SPENT ON ADULT CRIMINAL JUSTICE PROCESSING. OF THE FUNCTIONS, LAW ENFORCEMENT COST $247 MILLION, OR 60 PERCENT OF THE TOTAL. LAW ENFORCEMENT COSTS FOR ADULT PROCESSING (NOT INCLUDING TRAFFIC ENFORCEMENT OR NONCRIMINAL COSTS) WERE $99 MILLION. TOTAL ADJUDICATION COSTS, INCLUDING CRIMINAL, JUVENILE, CIVIL, AND TRAFFIC, WERE $64 MILLION, OR 15.5 PERCENT OF THE $413 MILLION JUSTICE TOTAL. IN ADJUDICATION, $29 MILLION WERE FOR ADULT CRIMINAL CASES. FINALLY, DETENTION, CORRECTION, AND TREATMENT OF JUVENILE AND ADULT OFFENDERS AMOUNTED TO $101 MILLION, OR 24.5 PERCENT OF THE TOTAL. OF LAW ENFORCEMENT COSTS, 75 PERCENT WERE INCURRED BY COUNTY POLICE (INCLUDING BALTIMORE CITY). FUNDS FOR CORRECTIONS, TREATMENT, AND DETENTION WERE DIVIDED AMONG STATE CORRECTIONAL INSTITUTIONS (70 PERCENT), JAILS (14 PERCENT), AND INMATE TRANSFERS. COUNTIES INCURRED THE GREATEST JUSTICE AND CRIMINAL JUSTICE COSTS, WHILE THE STATE PROVIDED THE MOST FUNDS. TABLES, FOOTNOTES, AND APPENDIXES ARE INCLUDED.
