MARYLAND JUVENILE SERVICES ADMINISTRATION'S GROUP HOME EVALUATION SYSTEM DEVELOPMENT PROJECT IS EVALUATED.
Abstract
THE GROUP HOME EVALUATION SYSTEM DEVELOPMENT PROJECT WAS DESIGNED TO DEVELOP AN EVALUATION AND MONITORING PROGRAM FOR RESIDENTIAL COMMUNITY FACILITIES. STATE COMMUNITY-BASED FACILITIES SERVE APPROXIMATELY 2,000 JUVENILES A YEAR, AND THE EVALUATION WAS CONDUCTED IN ORDER TO ENSURE THAT QUALITY TREATMENT CARE IS ADMINISTERED. DATA FOR THIS STUDY WERE COLLECTED OVER A 2-YEAR PERIOD FROM GROUP HOME ADMINISTRATIONS, STAFF AND RESIDENTS, AND PROJECT REPORTS. IN ADDITION TO THE ONGOING DATA COLLECTION AND ANALYSIS, A SERIES OF ORIENTATION WORKSHOPS WAS HELD DURING THE SECOND YEAR OF THE PROJECT. THESE WORKSHOPS WERE DESIGNED TO FAMILIARIZE GROUP HOME PERSONNEL AND ADMINISTRATORS WITH THE SYSTEM'S ONGOING OPERATION. A SUMMARY OF MAJOR FINDINGS FROM THE PROJECT'S FIRST YEAR IS PRESENTED. INCLUDED IN THE EXAMINATION OF GROUP HOME RESIDENTS WERE THE FOLLOWING VARIABLES: (1) RESPONSIBLE BEHAVIOR, (2) REBELLIOUS BEHAVIOR, (3) SELF-RESPECT, AND (4) TWO-WAY COMMUNICATION. STAFF VARIABLES EXAMINED INCLUDED JOB SATISFACTION AND BURN-OUT. THIS REPORT ALSO PRESENTS A DESCRIPTION OF THE ONGOING EVALUATION SYSTEM. CONCEPTUAL FRAMEWORKS ARE PRESENTED THAT DETAIL OUTCOME CRITERIA AND VARIABLES REFLECTING INTERNAL PROGRAM PROCESSES. PLANS FOR IMPLEMENTING THE GROUP HOME EVALUATION SYSTEM ARE ALSO DETAILED. REFERENCES, CHARTS, AND TABLES ARE PROVIDED.
