A DESCRIPTION AND EVALUATION OF SELECTED GROUP HOMES FOR ADJUDICATED DELINQUENTS IN MARYLAND, INCLUDING BACKGROUND INFORMATION ON THE USE OF GROUP HOMES, STATE COORDINATION OF THE HOMES, AND STANDARDS FOR GROUP HOME OPERATION.
Abstract
THE PURPOSE OF THE STUDY WAS TO ASSESS THE OPERATIONS AND PROGRAMS OF SELECTED GROUP HOMES, AND TO DEVELOP RECOMMENDATIONS AND STANDARDS FOR OPERATING A GROUP HOME PROGRAM. THE STUDY ASSESSES THREE GROUP HOMES OWNED AND OPERATED BY THE DEPARTMENT OF JUVENILE SERVICES IN THE CITY OF BALTIMORE AND SEVEN PRIVATELY OWNED AND OPERATED GROUP HOMES FROM WHICH THE DEPARTMENT PURCHASES CARE. A DESCRIPTION OF THE MARYLAND GROUP HOME PROGRAM IN GENERAL AND SPECIFIC STATE COORDINATION EFFORTS FOR THE PROGRAM ARE PROVIDED. SUCH PROBLEM AREAS AS THE ADMINISTRATION OF THE PURCHASE-OF-CARE PROGRAM, THE NEED FOR POWER TO INSURE ACCOUNTABILITY OF THE INDIVIDUAL GROUP HOMES, CENTRAL CONTROL OF THE PROCESSES INVOLVED IN USING GROUP HOMES, CENTRAL RECORDKEEPING, EVALUATION, AND PROGRAM REVIEW ARE CONSIDERED. SEVERAL STANDARDS FOR OPERATING GROUP HOMES ARE INDICATED FOR THE AREAS OF ADMINISTRATION, PROCESS CONTROL, TREATMENT PROGRAMS, STAFFING AND PERSONNEL, AND RECORDS AND REPORTS. STANDARDS ON FINANCING AND FISCAL AFFAIRS, EVALUATION AND PROGRAM REVIEW, PHYSICAL CARE, AND PHYSICAL FACILITIES ARE ALSO PROVIDED.
