Abstract
THIS PROFILE ATTEMPTS TO ANALYZE THE STATUS OF THIS CONTROVERSIAL FIVE-MEMBER COMMISSION AFTER TWO YEARS OF OPERATING EXPERIENCE (DECEMBER 1971 - DECEMBER 1973).
