THIS UNIT, INTENDED FOR ENTRANCE-LEVEL STUDENT OFFICERS, INCLUDES A DISCUSSION OF ROUTINE POLICE FUNCTIONS IN TRAFFIC DIRECTION AND CONTROL, AS WELL AS A CONSIDERATION OF TRAFFIC ENGINEERING.
Abstract
THE OBJECTIVES OF THE COURSE ARE TO PROVIDE A BASIC UNDERSTANDING OF POLICE RESPONSIBILITIES IN CONDUCTING TRAFFIC DIRECTION AND CONTROL AND THE ROLE OF THE PATROL OFFICER AND THE TRAFFIC ENGINEER IN TRAFFIC DIRECTION AND CONTROL. IT IS INDICATED THAT TRAFFIC DIRECTION AND CONTROL MAY BE EXPECTED TO BE PERFORMED BY BOTH THE OFFICER ASSIGNED TO A BEAT AND THE OFFICER IN A CAR. THE OBJECTIVES TO BE FULFILLED IN THIS RESPONSIBILITY ARE TO EXPEDITE THE SAFE MOVEMENT OF VEHICULAR AND PEDESTRIAN TRAFFIC, RELIEVE CONGESTION ON ROADS AND HIGHWAYS, AND SECURE COMPLIANCE WITH TRAFFIC LAWS. 'RUSH HOUR' TRAFFIC, SCHOOL TRAFFIC, SPECIAL OR UNUSUAL SITUATIONS, HAZARDOUS SITUATIONS, AND ESCORT OF SPECIAL TRAFFIC ARE INDICATED TO BE THE GENERAL CIRCUMSTANCES REQUIRING TRAFFIC DIRECTION AND CONTROL. THE DUTIES TO BE PERFOMED IN SUCH CIRCUMSTANCES ARE LISTED. TRAFFIC ENGINEERING IS DEFINED AS 'THAT PHASE OF ENGINEERING WHICH DEALS WITH THE PLANNING AND GEOMETRIC DESIGN OF STREETS, HIGHWAYS, AND ABUTTING LANDS, AND WITH TRAFFIC OPERATION THEREON, AS THEIR USE IS RELATED TO THE SAFE, CONVENIENT, AND ECONOMIC TRANSPORTATION OF PERSONS AND GOODS.' THE TASKS FOR WHICH TRAFFIC ENGINEERS ARE RESPONSIBLE ARE LISTED. IT IS INDICATED THAT THE POLICE OFFICER CAN AID TRAFFIC ENGINEERS BY REPORTING TRAFFICWAY INADEQUACIES.
