BASIC INFORMATION ON THE GOALS AND METHODS OF TRAFFIC LAW ENFORCEMENT, THE CHARACTERISTICS OF VARIOUS TRAFFIC OFFENSES, AND THE FUNCTIONS OF TRAFFIC LAW ENFORCEMENT IS PRESENTED IN A TRAINING AID FOR POLICE.
Abstract
THE SELF-INSTRUCTIONAL UNIT WAS PREPARED FOR USE BY ENTRY-LEVEL POLICE IN MARYLAND. A DEFINITION OF TRAFFIC LAW ENFORCEMENT IS OFFERED, AND TWO PRIMARY GOALS OF TRAFFIC LAW ENFORCEMENT ARE PROMOTING SUSTAINED COMPLIANCE WITH TRAFFIC LAWS THROUGH DETERRENCE AND PREVENTING HAZARDOUS TRAFFIC SITUATIONS TO REDUCE THE NUMBER OF TRAFFIC ACCIDENTS. THE MEANS BY WHICH POLICE AGENCIES ADDRESS THESE GOALS ARE OUTLINED. THE ELEMENTS OF A TRAFFIC OFFENSE--THE OBSERVABLE CONDITIONS OR BEHAVIOR THAT MUST BE PRESET OR HAVE OCCURRED FOR A TRAFFIC OFFENSE TO HAVE BEEN COMMITTED --ARE DEFINED. VARIETIES OF OFFENSES--SHALL DO AND SHALL NOT DO, MOMENTARY OR CONTINUOUS, HAZARDOUS NONHAZARDOUS -- ARE DIFFERENTIATED. VIOLATIONS MOST FREQUENTLY ASSOCIATED WITH TRAFFIC ACCIDENTS ARE IDENTIFIED. THE FUNCTIONS OF THE TRAFFIC LAW ENFORCEMENT SYSTEM, INCLUDING THE LAW ENFORCEMENT AGENCY, THE COURT, AND THE STATE MOTOR VEHICLE ADMINISTRATION, ARE OUTLINED. MULTIPLE-CHOICE QUESTIONS ARE INCLUDED AS A STUDY AID. (LKM)
