POLICE AND CORRECTIONAL TRAINING ACTIVITIES IN MARYLAND DURING FISCAL 1977 ARE DOCUMENTED IN A COMBINED REPORT OF THE POLICE AND CORRECTIONAL TRAINING COMMISSIONS.
Abstract
THE TWO COMMISSIONS ARE SEPARATE AND DISTINCT, BUT BOTH ARE LOCATED WITHIN THE STATE DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL SERVICES, BOTH OPERATE UNDER A SINGLE BUDGET, AND BOTH ARE SUPPORTED BY THE SAME EXECUTIVE DIRECTOR AND STAFF. THE ANNUAL REPORT COVERS THE ADMINISTRATION OF BOTH COMMISSIONS AS WELL AS DEVELOPMENTS IN POLICE AND CORRECTIONAL TRAINING IN MARYLAND DURING THE YEAR. ATTENTION IS DRAWN TO TWO NEWLY MANDATED PROGRAMS DEVELOPED FOR THE CORRECTIONAL TRAINING COMMISSION -- A 5-DAY SUPERVISORS' PROGRAM AND A 3-DAY ORIENTATION PROGRAM FOR JAIL AND CORRECTIONAL INSTITUTION PERSONNEL OTHER THAN CORRECTIONAL OFFICERS AND CLASSIFICATION COUNSELORS. ALTHOUGH SIX POSITIONS IN THE STATE'S CORRECTIONAL TRAINING ACADEMY WERE ELIMINATED AFTER FEDERAL FUNDING EXPIRED, A STATE LEGISLATIVE SUBCOMMITTEE HELD HEARINGS AND ISSUED A REPORT RECOMMENDING CONTINUATION OF THE ACADEMY. AN EVALUATION OF THE ENTRANCE-LEVEL CURRICULUM FOR POLICE WAS UNDERTAKEN, AND MODIFICATIONS OF THE CURRICULUM ARE EXPECTED IN FISCAL 1978. SUPPORTING DATA ON TRAINING PROGRAM PARTICIPATION AND EXPENDITURES ARE INCLUDED.
