UPGRADING AND PROFESSIONALIZING LAW ENFORCEMENT IN MARYLAND BY MANDATORY TRAINING.
Abstract
STANDARDS FOR RECRUITS ARE TO BE MET DURING PROBATIONARY TIME AND BY PRESENT OFFICERS ON AN IN-SERVICE BASIS. MARYLAND IS DIVIDED INTO 12 TRAINING ZONES, WITH ACADEMIES IN 7, AND TRAINING IN THE OTHER ZONES SUPPLIED BY MARYLAND STATE POLICE OR THE TRAINING COMMISSION. MINIMUM STANDARDS AND METHODS OF STIMULATING TRAINING ARE GIVEN. EXPANDED CURRICULUM AND FACILITIES ARE PLANNED. ADMINISTRATIVE PROBLEMS INCLUDING NEED FOR STAFF ARE DESCRIBED AND PRESENT TRAINING APPRAISED.
