This manual is designed to provide a convenient reference for Maryland State's attorneys to aid them in the investigation and prosecution of arson cases.
Abstract
The manual is also designed for use by fire investigation personnel and other law enforcement officials responsible for conducting arson investigations. The manual presents the basic scientific and technical information necessary to achieving an understanding of incendiary fires. Clues that may indicate arson are listed and explained, and procedures to follow in collecting evidence are outlined. Maryland statutes and case law on arson are reviewed. Advice on trial tactics covers the problems which are often encountered in arson investigations and prosecutions, the opening statement, the use of expert testimony, the scope of the direct examination, and the final argument. Extensive checklists are provided to assist prosecutors in ensuring that the evidence is sufficient to support a conviction for the crime charged. A glossary and 129 references are provided.
