This document presents Maryland's application for Federal assistance under the Office of Juvenile Justice and Delinquency Prevention Formula Grant Program and the State's analysis of juvenile crime problems and its 3-year plan for addressing juvenile delinquency and juvenile justice issues.
Abstract
The application seeks $1.43 million in Federal funds to combine with $80,000 in State funds to address its program priorities: the disproportionate representation of minority youth in the juvenile justice system; issues related to serious, chronic, and violent offenders; juvenile delinquency prevention; removal of juveniles from adult jails and lockups; innovative local law enforcement and community policing programs; and systems improvement. The analysis of juvenile crime revealed that juvenile arrests for violent crimes increased from 3,561 in 1994 to 3,627 in 1995 and that the Department of Juvenile Justice has received some 50,000 referrals for its intervention in each of the last 5 years.
