THE ELEMENTS OF A TRAFFIC OFFENSE, TRAFFIC LAW ENFORCEMENT OPTIONS, AND FREQUENTLY CITED SECTIONS FROM MARYLAND'S TRAFFIC CODE ARE PRESENTED IN A SELF-INSTRUCTIONAL UNIT FOR ENTRY-LEVEL MARYLAND POLICE.
Abstract
TRAFFIC OFFENSE IS DEFINED, AND THE ELEMENTS OF A TRAFFIC OFFENSE--THE OBSERVABLE CONDITIONS OR BEHAVIORS THAT MUST BE OR HAVE BEEN PRESENT FOR A TRAFFIC OFFENSE TO HAVE BEEN COMMITTED--ARE DISCUSSED. TRAFFIC LAW ENFORCEMENT OPTIONS AVAILABLE TO MARYLAND POLICE (WARNING, CITATION, ARREST, SAFETY EQUIPMENT REPAIR ORDER) ARE DESCRIBED. THE MAJOR PART OF THE UNIT CONSISTS OF A REFERENCE TOOL KEYED TO MARYLAND'S MOTOR VEHICLE LAWS. FOR EACH SECTION OF THE LAWS, THE OFFENSE IS DEFINED, THE ELEMENTS OF THE OFFENSE ARE OUTLINED, AND APPROPRIATE TRAFFIC LAW ENFORCEMENT ACTIONS ARE CITED. IT IS EMPHASIZED THAT THE SUGGESTED ENFORCEMENT ACTIONS DO NOT CONSTITUTE DEPARTMENTAL POLICY BUT ARE INTENDED AS GUIDELINES. (LKM)
