This report is a statistical description of the Massachusetts Department of Correction Furlough Program for 1979. Included is some information on trends for the program from its inception in 1972 until the end of 1979.
Abstract
The report gives an overview of pertinent furlough statistics both since 1972 and for 1979: the number of furloughs granted, the number of individuals furloughed, escape rates, and the effect of furlough participation on recidivism rates. It provides a brief overview of the program and discusses comparisons of furlough characteristics over the past 7 years. Also included are escape rates according to inmates' background characteristics, present offense variables, criminal history variables, and furlough variables. The report indicates that 58,665 furloughs were granted between November 1972 and December 1979. During that period, 515 of those furloughs resulted in escapes, thus yielding an overall escape rate of 0.9 percent. Although the number of furloughs granted over the years has fluctuated, the escape rate has decreased from 1.9 percent in 1973 to 0.4 percent in 1978. There was an 11 percent decrease in the number of furloughs in 1979 as compared to 1978. Data tables and endnotes are included. (Author abstract modified)
