TWO CATEGORIES OF YOUTHS IN NEED OF INTENSIVE CARE ARE LISTED. THESE INCLUDE THOSE WHO POSE A SERIOUS THREAT TO SOCIETY AND THOSE WHO ARE A THREAT TO THEMSELVES THROUGH SUCH ACTIONS AS SELF-DESTRUCTIVE BEHAVIOR. CHARACTERISTICS COMMON TO THESE INDIVIDUALS ARE LISTED. TWO LEVELS OF CRITERIA FOR INTENSIVE CARE UNITS WERE DISCUSSED. UNDER THE PROGRAM LEVEL SUCH FACTORS AS SECURITY THROUGH EFFICIENT STAFF, THE NEED FOR SMALL PROGRAM GROUPS AND THE NEED FOR A MIXED POPULATION ARE INCLUDED. THE SECOND LEVEL, CASE MANAGEMENT, IS ALSO REVIEWED. ANDROS, THE EXISTING INTENSIVE CARE FACILITY WHICH EMPHASIZES REINTEGRATION INTO THE COMMUNITY IS DISCUSSED. THE PLANNED OPERATIONS OF THE WORCHESTER AND WESTFIELD FACILITIES ARE ALSO GIVEN AND SAMPLE ACTIVITIES ARE LISTED. SLOT DISTRIBUTION IN THE PROGRAMS AND A DESCRIPTION OF THE CONTRACTING SYSTEM WITH A SAMPLE CONTRACT ARE INCLUDED IN THE APPENDIXES.
