THIS REPORT CONCERNS THE COMMISSION'S ACTIVITIES IN STUDYING PERSONAL DATA SYSTEMS AND EXISTING AND PROPOSED LAWS AND REGULATIONS GOVERNING THE CONFIDENTIALITY OF PERSONAL DATA.
Abstract
AS A RESULT OF THEIR STUDY, THE COMMISSION FOUND THAT PERSONAL INFORMATION WAS BEING COLLECTED, MAINTAINED, MANIPULATED, AND DISSEMINATED WITHOUT ADEQUATE CONTROLS AND THAT THE INDIVIDUAL'S FREEDOM TO STUDY, WORK, AND OBTAIN RIGHTFUL SERVICES, BENEFITS AND OPPORTUNITIES WAS IN JEOPARDY. THE TYPES OF RECORDS STUDIED WERE: CREDIT; BANK AND TELEPHONE; MEDICAL; EDUCATIONAL; CRIMINAL; JUVENILE; CHILD ABUSE; AND DRUG AND ALCOHOL ABUSE PATIENT RECORDS. THE IMPLEMENTATION OF THE COMMISSIONS SUGGESTIONS REGARDING THESE RECORDS AND THE PRACTICES OF THE AGENCIES THAT KEEP THEM IS DISCUSSED.
