THIS TRAINING MANUAL ON FINANCIAL MANAGEMENT ISSUES FOR USE IN INHOUSE TRAINING SESSIONS IS DESIGNED TO IMPROVE SKILLS OF ADMINISTRATORS OF PRIVATE, NONPROFIT, COMMUNITY BASED JUVENILE JUSTICE PROGRAMS.
Abstract
IT IS ONE OF FIVE SELF-CONTAINED MODULES WHICH TOGETHER PROVIDE A MODEL TRAINING CURRICULUM AND RESOURCE MATERIALS FOR MANAGEMENT TRAINING. PREPARING TRAINING SESSIONS SHOULD BEGIN WITH NEEDS ASSESSMENT, SETTING PRIORITIES AMONG TOPICS, SCHEDULING AND PREPARING THE SESSIONS, AND PLANNING A TRAINING PROGRAM EVALUATION. KEY TOPICS TO BE COVERED IN FINANCIAL MANAGEMENT TRAINING ARE BUDGET AND FISCAL ADMINISTRATION, TO WHICH THE FIRST 2 TO 3 WEEKS OF TRAINING SHOULD BE DEVOTED; COMMUNITY RESOURCE DEVELOPMENT, WHICH SHOULD BE COVERED IN THE FOURTH WEEK; AND GRANTSMANSHIP AND PROPOSAL WRITING, WHICH SHOULD BE COVERED IN THE FIFTH AND SIXTH WEEKS. THE BUDGET AND FISCAL ADMINISTRATION CURRICULUM INCLUDES BOOKKEEPING TERMS, BOOKS IN AN ACCOUNTING SYSTEM, ORIGINAL BOOKS OF ENTRY, CHART OF ACCOUNTS, BUDGETING, AND BUDGET CUTBACK. COMMUNITY RESOURCE DEVELOPMENT INCLUDES OBTAINING AND RETAINING BOTH MONEY AND COMMUNITY ACCEPTANCE WHICH WILL ALLOW THE JUVENILE JUSTICE PROGRAM TO FUNCTION IN A PARTICULAR LOCATION. GRANTSMANSHIP INCLUDES BOTH SYSTEMATIC PREPARATION FOR APPLYING FOR A GRANT, AND TECHNIQUES OF PREPARING A GRANT APPLICATION. THE MANUAL'S PRESENTATION OF EACH TOPIC INCLUDES A TRAINING PLAN CONSISTING OF A TIMETABLE, TRAINING GUIDE, HANDOUTS, A NARRATIVE, AND A BIBLIOGRAPHY. A LIST OF SOURCES OF FOUNDATION INFORMATION IN EACH STATE, AND PHOTOCOPIES AND SAMPLES OF INFORMATION FOUND IN FOUNDATION AND OTHER FUNDING SOURCE DIRECTORIES, CHECKLISTS, AND SAMPLE PLANNING GUIDES ARE ALSO INCLUDED.
