Significant accomplishments and relevant data are presented in this annual report of the Massachusetts Commissioner of Probation for the year 1978.
Abstract
The report discusses court reorganization activities, legislation and court decisions affecting probation, activities of the Commissioner's Office, information about the Massachusetts Probation Offices, and special juvenile populations. It presents tabular data on these topics and others. The Massachusetts Probation Service celebrated its 100th year of service in 1978. The Court Reorganization Bill transferred to the Commonwealth the costs and control of all Massachusetts courts, including 100 probation offices. Other new programs and concepts in probation under study or that have been developed in 1978 are a Risk/Need Classification System, designed to balance services to probation clients between those who need intensive supervision and those who pose the least risk of recidivism; a probation advisory council, consisting of probation officers from each geographical region of the State; and publication of the first in a series of administrative bulletins.
