EVALUATES MASSACHUSETTS DEPARTMENT OF YOUTH SERVICES IN TERMS OF GOAL ACHIEVEMENTS, NEW PAROLE PROGRAMS, ALTERNATIVE FAMILY HOMES AND THEIR TESTING PROGRAM.
Abstract
THE GOALS OF THE DEPARTMENT OF YOUTH SERVICES (DYS) INCLUDE DEINSTITUTIONALIZATION, ESTABLISHMENT OF A SPECIAL CHILDREN'S AGENCY TO HANDLE COMPLEX BEHAVIORAL PROBLEMS, AND DEVELOPMENT OF A MAXIMUM SECURITY CENTER FOR SPECIAL EVALUATION AND TREATMENT OF HIGHLY DISTURBED AND POTENTIALLY DANGEROUS CHILDREN. THE SECOND SECTION CONTAINS REPORTS ON EACH OF THE NINE DYS FACILITIES. COMMENTS ARE THEN MADE ON THREE NEW PAROLE PROGRAMS - THE DETAINED YOUTH ADVOCATE PROGRAM, THE PAROLE VOLUNTEER PROGRAM, AND THE YOUTH ADVOCATE PROGRAM. EACH OF THESE PROGRAMS EMPLOYS INDIVIDUALS AS TUTORS OR COUNSELORS FOR PAROLEES. HIGHLIGHTS ARE PRESENTED OF DARE, INC. AND DOWNEY SIDE, TWO MODELS OF CARE PROVIDED BY PRIVATE, NON-PROFIT CORPORATIONS FOR TROUBLED CHILDREN. RECOMMENDATIONS OF THE COMMITTEE ON STATE ADMINISTRATION FOR THE UPGRADED CARE OF DELINQUENT CHILDREN INCLUDE DEVELOPMENT OF A FORESTRY CAMP FOR GIRLS, BUDGET FLEXIBILITY FOR THE USE OF PRIVATE GROUP HOMES, PUBLIC OR PRIVATE DEVELOPMENT OF MORE INTENSIVE CARE UNITS, AND ESTABLISHMENT OF AT LEAST TWO MORE DETENTION CENTERS.
