This document describes New York State's Division for Youth: its goals and objectives, organizational and financial structures, youth service systems and programs, and system projections.
Abstract
The masterplan presented here, mandated by Chapter 973 of the Laws of 1983, provides information on major trends in youth demographics and on social issues. Factors such as age, gender, ethnicity, family environment, education, youth employment, youthful alcohol and substance use and abuse, and teen pregnancy are discussed. The division's mission statement and philosophy are described, as are the mechanisms which provide the necessary financial resources to support the division's efforts. Goals and policy objectives are divided into three sections: youth services and programs, essential residential services, and resource management. Thirty-four figures are included.
