SURVEY OF RECENT EFFORTS TO MODEL THE CRIMINAL JUSTICE SYSTEM AND DESCRIPTION OF THE DEVELOPMENT OF A PROTOTYPE SIMULATION MODEL.
Abstract
NINE MAJOR APPROACHES TO CRIMINAL JUSTICE SYSTEM MODELING ARE REVIEWED AND THEIR SHORTCOMINGS ARE NOTED. THE DOCUMENT DESCRIBES THE METHODOLOGICAL DEVELOPMENT OF REQUIREMENTS FOR AN ANALYTICAL DECISION-MAKING AID DESIGNED SPECIFICALLY TO BE USED BY RESOURCE-CONSTRAINED CRIMINAL JUSTICE AGENCIES FOR PLANNING AND BUDGETING. THE TOPICS COVERED INCLUDE THE MODEL'S SCOPE, STRUCTURE, AND LEVEL OF DETAIL. A SPECIFIC PROGRAM - DOTSIM (DYNAMIC OFFENDER TRACKING SIMULATION) - IS DISCUSSED, INCLUDING THE MODEL'S ORGANIZATION, PROGRAM STRUCTURE, THE STEPS REQUIRED PRIOR TO USING THE PROGRAM, THE OUTPUTS, AND SEVERAL AREAS OF DESIRABLE EXTENSION OF THE CURRENT MODEL'S CAPABILITY.
