NARRATIVE ACCOUNT OF THE MASS ARRESTS AND THEIR LEGAL CONSEQUENCES DURING ANTIWAR DEMONSTRATIONS IN WASHINGTON, D.C. DURING 1971.
Abstract
APPROXIMATELY 10,000 PERSONS WERE ARRESTED DURING THE FIVE DAY PERIOD. FOR SOME OF THOSE, THE WASHINGTON POLICE WERE ABLE TO COMPLY WITH FIELD ARREST PROCEDURES BUT FOR THE MAJORITY A VARIETY OF 'SHORTCUTS' WERE EMPLOYED. THE AUTHOR, AN ATTORNEY AT THE TIME FOR THE WASHINGTON PUBLIC DEFENDER SERVICE DETAILS THE ARREST PROCEDURES, THE MANNER IN WHICH THE TRIAL COURTS PROCESSED THE ARRESTEES, THE HABEAS CORPUS PETITIONS FILED, AND THE LEGAL ACTIONS SURROUNDING THE QUESTIONS OF FINGERPRINTING AND DISSEMINATION OF ARREST RECORDS.
