Abstract
CRITICAL DIMENSIONS OF DIFFERENCE CAN BE SEEN IN A COMPARISON OF THREE AREAS OF ISSUE. NUMEROUS INTERNATIONAL AGREEMENTS EXIST REGARDING THE RECIPROCAL EXTRADITION OR PROSECUTION OF OFFENDERS COMMITTING TERRORIST ACTS AGAINST DIPLOMATS AND CONSULAR PERSONNEL. COMMITMENT TO CONVENTIONS ON THE ISSUE OF HIJACKING AND SABOTAGE OF CIVIL AIRCRAFT, HOWEVER, HAS BEEN LESS THAN UNANIOUS. INTERNATIONAL COOPERATION HAS BEEN THE LEAST SUCCESSFUL OVER THE ISSUE OF DETERRING THE EXPORT OF TERRORISM.
