THIS MICHIGAN PROJECT REPORT EVALUATES THE LEAA-FUNDED CORRECTIONAL HEALTH CARE PROGRAM (CHCP) WHICH WAS DESIGNED TO PROVIDE ASSISTANCE TO 10 STATE DEPARTMENTS OF CORRECTION.
Abstract
CHCP'S PRIMARY OBJECTIVES HAVE BEEN TO IDENTIFY CRITICAL AREAS OF NEED AND TO PROVIDE ASSISTANCE TO ADDRESS THOSE NEEDS; TO PROVIDE CORRECTIONAL HEALTH CARE ADMINISTRATORS WITH INFORMATION AND SKILLS NECESSARY FOR THE DESIGN, IMPLEMENTATION, ADMINISTRATION AND EVALUATION OF HEALTH SERVICES PROGRAMS; TO INCREASE KNOWLEDGE OF ALTERNATIVE METHODS OF MEDICAL CARE DELIVERY; AND TO INCREASE STAFF SKILL IN HANDLING MEDICAL CARE. THESE OBJECTIVES WERE ACHIEVED THROUGH TRAINING WORKSHOPS, ON-SITE AND OFF-SITE TECHNICAL ASSISTANCE TO THE STATES, AND THE DISSEMINATION OF SEVERAL RESOURCE MATERIALS FOR FUTURE USE AND REFERENCE BY PERSONNEL. THE PROCESS (APPLICATION, SCALING AND CLUSTER ANALYSIS, AND SITE VISITS) BY WHICH THE 10 PARTICIPATING STATES WERE SELECTED IS DESCRIBED. STANDARDS FOR HEALTH SERVICES AND AN ACCREDITATION PLAN FOR MEASURING PRISONS AGAINST THE STANDARDS ARE INCLUDED WITH GUIDELINES FOR STAFF DEVELOPMENT. TRAINING SESSIONS ARE DETAILED. FINALLY, TECHNICAL ASSISTANCE PLANNING AND ACTIVITIES ARE DESCRIBED FOR EACH OF THE STATES. THE STUDY CONCLUDES THAT CHCP REPRESENTED THE SINGLE MOST COMPREHENSIVE RESERVOIR OF KNOWLEDGE ON HEALTH SERVICES IN PRISONS; TERMINATION OF ITS FUNDING WAS SHORT-SIGHTED. TABLES DOCUMENT THE DETAILS OF THE TEXT. INCLUDED IN APPENDIXES ARE SAMPLE FORMS, WORKSHOP MATERIALS, AND AMERICAN MEDICAL ASSOCIATION GUIDELINES.
