This discussion paper provides information intended for use by the planning committees of the Canadian correctional institutions when discussing issues and developing strategies to establish unit management.
Abstract
Issues discussed include correctional staff assignments under national standards that result in a high proportion of afternoon and midnight shifts, the limited number of positions through which staff can be rotated outside any unit, and ways to promote active participation by correctional officers in case management and interactions with offenders. Suggestions are also provided regarding the composition of the planning committee, offices for correctional supervisors, staffing of specific rooms and areas during periods when no activities are occurring there, the use of staggered hours of work, supervision of correctional officers, staff access to offender files, staff training, the use of backup caseworkers, and the use of contract medical services.
