This is President Clinton’s 1998 memorandum on steps to combat violence against women and trafficking in women and girls.

Abstract

The memorandum calls on the U.S. Senate to give its advice and consent to ratifying the Convention on the Elimination of all Forms of Discrimination Against Women, thus enabling the United States to join 161 other countries in support of the Convention. It directs the Secretary of State, the Attorney General and the President’s Interagency Council on Women to continue and expand their work to combat violence against women in the United States and around the world. Specifically, it calls for, among other actions: (1) coordination and consultation among government and nongovernmental groups working against trafficking in women and girls; (2) determination of the adequacy of victim and witness services; (3) review of U.S. criminal laws to prevent and deter trafficking in women and girls; (4) expanding and strengthening U.S. assistance to the international community; (5) increased public awareness campaigns; and (6) international gatherings to call attention to the trafficking in women and girls and to develop strategies for combating this fundamental human rights violation.
