Abstract
THE LEGAL RESPONSE TO TERRORIST ACTS IS HAMPERED BY THE LACK OF A SATISFACTORY SUBSTANTIVE DEFINITION. THIS, THE AUTHOR FEELS, IS DUE TO THE ELUSIVE QUALITY OF TERRORISM.
