TWO STUDIES OF CRIME PREVENTION METHODS AND EVALUATION IN QUEBEC AND FOUR EUROPEAN COUNTRIES, WITH RECOMMENDATIONS FOR CRIME PREVENTION POLICY IN CANADA, ARE SUMMARIZED.
Abstract
THE STUDIES WERE UNDERTAKEN FOR THE MINISTRY OF THE SOLICITOR GENERAL OF CANADA TO PROVIDE SYSTEMATIC INFORMATION ON CRIME PREVENTION PROGRAMS IN QUEBEC, BELGIUM, FRANCE, GERMANY, AND SWITZERLAND; TO REVIEW THE FRENCH LITERATURE ON CRIME PREVENTION; AND TO OFFER RECOMMENDATIONS FOR THE CONSIDERATION OF CRIME PREVENTION POLICYMAKERS. THE FIRST STUDY, A SURVEY OF 34 CRIME PREVENTION PROGRAMS IN QUEBEC, PRODUCED A COMPREHENSIVE REPORT ON THE SCOPE AND METHODS OF CRIME PREVENTION PROGRAMMING IN QUEBEC, PRIMARILY IN THE METROPOLITAN AREA OF MONTREAL. THE SECOND REPORT COVERED THE CONCEPT OF CRIME AND DELINQUENCY PREVENTION, PROBLEMS OF EVALUATIVE RESEARCH IN CRIME PREVENTION, AND EVALUATIVE RESEARCH DESIGNS AND CRITERIA. AN EVALUATION DESIGN FOR A PREVENTION PROGRAM IN QUEBEC, A REPORT ON A STUDY TOUR THROUGH THE EUROPEAN COUNTRIES NOTED ABOVE, AND POLICY RECOMMENDATIONS FOR CANADA ALSO WERE INCLUDED. THE SUMMARY HIGHLIGHTS THE KEY POINTS OF EACH REPORT, WITH PARTICULAR ATTENTION TO THE SECOND REPORT'S TREATMENT OF EVALUATION ISSUES, CRIME PREVENTION STRATEGIES OBSERVED IN EUROPE, AND POLICY RECOMMENDATIONS. THE RECOMMENDATIONS INCLUDE THE FOLLOWING: POLICE-COMMUNITY COOPERATION IN PRIMARY PREVENTION; ENCOURAGEMENT OF CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN; DECRIMINALIZATION OF VICTIMLESS CRIMES; DELEGATION OF RESPONSIBILITY FOR SECONDARY PREVENTION TO PRIVATE ORGANIZATIONS; PROVISION OF SOCIAL SERVICES TO YOUNG PERSONS AS A MEANS OF PREVENTING OFFENSES COMMITTED OUT OF NECESSITY; AVOIDANCE OF HARMFUL SIDE EFFECTS (E.G., LABELING) IN DELINQUENCY PREVENTION PROGRAMS; ORGANIZATION OF LOCAL CRIME PREVENTION COMMITTEES TO PLAN AND EVALUATE PREVENTION PROGRAMS; ENCOURAGEMENT OF RESEARCH ON THE EFFECTIVENESS OF SECONDARY AND PRIMARY PREVENTION; AND BETTER DISSEMINATION OF EVALUATION STUDY RESULTS.
