THE PURPOSES, FACILITIES, PROGRAM ADMINISTRATIVE CONSIDERATIONS, AND RELEASE PROCEDURES FOR THE ADJUSTMENT CENTER, THE PRISON UNIT FOR INMATES WHO MUST BE REMOVED FROM THE GENERAL PRISON POPULATION, ARE DISCUSSED.
Abstract
THE FOLLOWING PURPOSES OF THE ADJUSTMENT CENTER ARE INDICATED TO BE FUNDAMENTAL: (1) THE SAFEGUARDING OF THE ORDER AND DISCIPLINE OF THE INSTITUTION BY REMOVING RECALCITRANTS FROM THE GENERAL PRISON POPULATION; AND (2) THE DISCOVERY AND IMPLEMENTATION OF TREATMENT METHODS FOR PROBLEM INMATES. THE ADJUSTMENT CENTER MUST BE PLANNED TO MEET THE REQUIREMENTS OF HUMANE SANITATION AND HYGIENE, WHILE PROVIDING A PROGRAM OF INDIVIDUAL AND GROUP TREATMENT. IT IS RECOMMENDED THAT RESIDENTS OF THE ADJUSTMENT CENTER SHOULD NOT BE ALLOWED TO PARTICIPATE IN MOVIE SHOWINGS AND ATHLETIC OR OTHER RECREATIONAL EVENTS OCCURRING IN THE GENERAL PRISON POPULATION. THE ADJUSTMENT CENTER SHOULD NOT AIM AT INFLICTING PUNISHMENT, ALTHOUGH PRECAUTIONS TO PREVENT ESCAPE OR INJURY TO STAFF OR THE RESIDENTS THEMSELVES SHOULD BE TAKEN. THE USE OF INTENSIVE GROUP AND INDIVIDUAL COUNSELING IS URGED AND OCCUPATIONAL THERAPY IS RECOMMENDED, ALONG WITH THE PROVISION OF SERVICES FROM APPROPRIATE OUTSIDE SOCIAL AGENCIES. THE CENTER IS VIEWED AS BEING BASICALLY PSYCHIATRICALLY ORIENTED, PREFERABLY WITH A PSYCHIATRIST IN CHARGE OF THE TREATMENT PROGRAM AND THOSE FEATURES OF CUSTODIAL CARE RELATED TO TREATMENT. TECHNICAL ASSISTANTS MAY INCLUDE PYCHOLOGISTS, SOCIOLOGISTS, OCCUPATIONAL THERAPISTS, AND TEACHERS. A CORRECTIONS OFFICER WITH THE MINIMUM RANK OF SERGEANT AND PROPER CLINICAL UNDERSTANDING, MAY BE DESIGNATED TO BE IN CHARGE OF CUSTODIAL AND HOUSEKEEPING FUNCTIONS. THE ULTIMATE OBJECTIVE OF THE CENTER IS CONSIDERED TO BE THAT OF PREPARING RESIDENTS TO RETURN TO THE GENERAL PRISON POPULATION AS CONSTRUCTIVE PARTICIPANTS IN THE THE REGULAR REHABILITATION PROGRAM. THE DETERMINATION OF READINESS FOR RELEASE IS ORDINARILY MADE BY THE DISCIPLINARY COMMITTEE. (RCB)
