STUDY TO ASSESS NEEDS FOR THE BOSTON AREA IN ORDER TO DEVELOP AND PRESENT ALTERNATIVES TO EXISTING PLACES OF CONFINEMENT.
Abstract
THE GOALS OF THE STUDY WERE THREEFOLD - TO DEVELOP (1) A COMPREHENSIVE PLAN OF ALTERNATIVES TO INCARCERATION FOR PERSONS AWAITING TRIAL, (2) A COMPREHENSIVE COORDINATED PLAN OF PROGRAMS FOR THE PRE-TRIAL DETAINEE WITHIN THE JAIL, AND (3) A COMPREHENSIVE, COORDINATED PLAN FOR PRE-TRIAL FACILITIES. AFTER SURVEYING THE LITERATURE AND QUESTIONNING INMATES, JAIL STAFFS, THE JUDICIARY, MEMBERS OF THE BAR AND POLICE, THE GROUP RECOMMENDED THAT MAJOR EFFORTS BE MADE TO ASSURE SPEEDY TRIALS FOR DETAINEES. IN ADDITION, THEY SUGGESTED INSTITUTION OF COMPREHENSIVE BAIL REFORM AND DIVERSIONARY PROGRAMS FOR THE ALCOHOLIC, THE DRUG USER, THE MENTALLY ILL, THE JUVENILE, AND THE FEMALE DETAINEE. JAIL MANAGEMENT AND SERVICES, SUCH AS RECEPTION AND CLASSIFICATION, LEGAL AID, COUNSELING, MEDICAL CARE, AND EDUCATION AND RECREATION ARE REVIEWED AND CHANGES ARE SUGGESTED. THE STUDY EVALUATES PRE-TRIAL FACILITIES AND RECOMMENDS ALTERNATIVE SITES AND DESIGNS.
