A SUMMARY OF THE CONCEPTS, FINDINGS, AND RECOMMENDATIONS RESULTING FROM THE STANFORD RESEARCH INSTITUTE'S FIRST YEAR OF WORK ON THE MIAMI MODERN POLICE DEPARTMENT PROGRAM.
Abstract
THE CAPABILITIES AND REQUIREMENTS OF THE MIAMI POLICE DEPARTMENT ARE ANALYZED. THE CONCEPT FOR A MIAMI MODERN POLICE DEPARTMENT STRESSES ORGANIZATIONAL AND MANAGERIAL APPROACHES THAT FOSTER FLEXIBILITY AND EFFECTIVENESS IN DEALING WITH CHANGE, AND THAT EMBRACE THE PRINCIPLES OF PLANNING AS A WAY OF ANTICIPATING BOTH FUTURE PROBLEMS AND OPPORTUNITIES. ALSO DISCUSSED ARE SPECIFIC RECOMMENDATIONS FOR STRUCTURAL REORGANIZATION, CONSTRUCTION OF NEW FACILITIES, PROCEDURAL CHANGES, EXPANSION OF COMMUNICATIONS AND INFORMATION SYSTEMS, NEW PERSONNEL POLICIES, AND THE PURCHASE OF NEW EQUIPMENT. COSTS AND BUDGETARY CONSIDERATIONS ARE DISCUSSED. FOR THE FIRST YEAR REPORT ON THIS PROJECT, SEE NCJ-10400. (AUTHOR ABSTRACT MODIFIED)
