FOUR GUIDELINES FOR AN EFFECTIVE CRIME CONTROL PROGRAM ARE PRESENTED AND DISCUSSED.
Abstract
SUGGESTED PROGRAM STANDARDS INCLUDE DEFINING THE EXTENT OF ORGANIZED CRIME IN MICHIGAN, QUANTIFYING THE PROBLEM IN TERMS OF SPECIFIED INDICATORS OF ACTIVITY, ATTRIBUTING TRENDS IN BASELINE DATA TO SPECIFIC CAUSES, AND SETTING PRIORITIES FOR CRIME REDUCTION. SIXTEEN AREAS OF ORGANIZED CRIMINAL ACTIVITY (INCLUDING LOAN SHARKING, SMUGGLING, ARSON, AND LABOR RACKETEERING) WERE IDENTIFIED. SPECIFIC INDICATORS FOR USE IN PLANNING AND EVALUATING CRIME CONTROL PROGRAMS ARE LISTED FOR EACH TYPE OF ORGANIZED CRIMINAL ACTIVITY. THE RATIONALE BEHIND EACH OF MICHIGAN'S ORGANIZED CRIME CONTROL PROGRAMS IS ALSO OUTLINED. THESE PROGRAMS COVER LOBBYING, PUBLIC EDUCATION, RESEARCH, INVESTIGATION, PROSECUTION, HARASSMENT, AND PROGRAM AND PROJECT EVALUATION.
