IN RESPONSE TO A LEGISLATIVE MANDATE, THIS REPORT STUDIES A PLAN FOR THE ESTABLISHMENT, MAINTENANCE, AND OPERATION OF REGIONAL FACILITIES TO DETAIN CHILDREN, FOCUSING ON THOSE AREAS OF MICHIGAN WHICH HAVE NO DETENTION CENTERS.
Abstract
THE PLAN, WHICH MUST BE APPROVED BY THE LEGISLATURE, INCLUDES PROVISIONS FOR TRANSPORTATION TO SERVE AREAS AT A DISTANCE FROM FACILITIES, EMERGENCY SHELTERS AND ALTERNATIVES TO DETENTION, AND CONSULTATION WITH LAW ENFORCEMENT AND OTHER AGENCIES WHICH DEAL WITH YOUTH SERVICES. THE STATE'S RESPONSE TO THE NEED FOR SECURE BEDS IS SEEN TO REST ON LEGISLATIVE DECISIONS REGARDING WHICH JUVENILES MEET THE REQUIREMENTS FOR SECURE CUSTODY. DATA FOR THE PROPOSAL WERE MADE THROUGH DIRECT SURVEY RESEARCH. A JUVENILE COURT INTAKE SURVEY WAS COMPLETED BY ALL JUVENILE COURTS IN THE STATE ON EACH YOUTH PROCESSED DURING A 30-DAY PERIOD (OCTOBER 23, 1978 THROUGH NOVEMBER 21, 1978). A SECURE CUSTODY SURVEY WAS COMPLETED ON ALL YOUTH PROCESSED DURING THE SAME 30-DAY PERIOD BY ALL SECURE DETENTION FACILITIES IN MICHIGAN AND 188 OF THE 192 COUNTY JAILS AND LOCAL POLICE LOCKUPS. PROJECTIONS MADE FOR DATA COLLECTED CREATED TWO LEGISLATIVE OPTIONS: (1) THE NUMBER AND COST OF SECURE AND NONSECURE SERVICES NEEDED FOR EACH REGION OF THE STATE IF NO CHANGES ARE MADE IN THE JUVENILE CODE, AND (2) THE SAME SERVICES IF THE JUVENILE CODE IS REVISED WITH NEW STANDARDS FOR SECURE DETENTION. TECHNICAL ASSISTANCE WAS PROVIDED BY THE COMMUNITY RESEARCH FORUM WHICH CONDUCTED TWO SITE VISITS, PREPARED SURVEY INSTRUMENTS, DISCUSSED SURVEY TECHNIQUES, PROCESSED BY COMPUTER THE SURVEY DATA FOR EACH COUNTY, AND PREPARED A PRELIMINARY ASSESSMENT OF THE SURVEY RESULTS. THE REPORT RECOMMENDS THAT FUNDS BE ALLOCATED IN PHASES OVER A 3-YEAR PERIOD, THE MICHIGAN DEPARTMENT OF SOCIAL SERVICES BE GIVEN THE AUTHORITY AND RESPONSIBILITY TO INSURE THE AVAILABILITY OF MINIMUM PLACEMENT SERVICES, AND OTHER SUGGESTIONS. APPENDIXES CONTAIN SURVEY DATA AND FORMS AND STANDARDS ON DETENTION. TABULAR AND STATISTIC DATA, CHARTS, AND MAPS ARE PROVIDED. (RFC)
