MICHIGAN'S COURT SYSTEM IS DESCRIBED IN ONE OF A SERIES OF PROFILES PREPARED BY THE NATIONAL CENTER FOR STATE COURTS TO HELP STATES IMPLEMENT AMERICAN BAR ASSOCIATION (ABA) STANDARDS ON COURT ORGANIZATION.
Abstract
THE REPORT IS BASED ON A REVIEW OF MICHIGAN'S CONSTITUTION, STATUTES, COURT RULES, ANNUAL COURT REPORTS, AND ADMINISTRATIVE MANUALS. AN OVERVIEW OUTLINES INFORMATION ON COURT STRUCTURE (APPELLATE AND TRIAL COURTS), THE JUDICIARY (QUALIFICATIONS SELECTION, TERMS, DISCIPLINE, REMOVAL, RETIREMENT AGE, COMPENSATION, CONTINUING EDUCATION, PARAJUDICIAL OFFICERS), ADMINISTRATION AND PROCEDURE (ADMINISTRATIVE AUTHORITY, CENTRAL ADMINISTRATIVE OFFICE, INDIVIDUAL COURT ADMINISTRATION, POLICYMAKING AND RULEMAKING AUTHORITY, NONJUDICIAL PERSONNEL), FINANCE AND BUDGET (FUNDING, FINES AND FEES, BUDGETING PROCEDURES), AND RECORDKEEPING, STATISTICS, AND DATA PROCESSING. CHARTS SUMMARIIZE ORGANIZATION AND LINES OF RESPONSIBILITY WITHIN THE COURT SYSTEMS, DEPICTING ORGANIZATIONAL RELATIONSHIPS, JURISDICTIONS, AND FUNDING SOURCES.
